Germany has recently introduced changes to its military service framework, and one specific rule has started to attract attention. The government is now working to clarify how it will apply in practice, especially to avoid confusion among residents.
The updated law, which came into effect in January, requires men between the ages of 17 and 45 to request approval if they plan to stay abroad for more than three months. While this rule technically affects millions of people, it remained largely unnoticed until it was highlighted in recent media reports.
According to the German Ministry of Defence, the intention behind this requirement is not to restrict freedom of movement. Instead, it is part of a broader effort to improve military registration and ensure that authorities know who is living abroad for longer periods. This information could become important in the case of a national emergency.
At the same time, the ministry has clearly stated that military service in Germany remains voluntary. There is no return to mandatory conscription at this stage. To reduce uncertainty, officials are currently preparing detailed guidelines, including possible exemptions from the approval requirement. The goal is to prevent unnecessary bureaucracy and make the system more practical.
The law is part of a wider strategy to strengthen Germany’s defence capabilities. In recent years, concerns about security in Europe have increased, especially due to geopolitical tensions and changing expectations within NATO. Germany has also faced criticism for relying too heavily on external defence support, particularly from the United States.
As a result, the government has set a target to increase the number of active soldiers to 260,000 by 2035, up from around 183,000 today. Chancellor Friedrich Merz has emphasized that Germany must be able to defend itself more independently and more effectively in the future.
However, not everyone supports the new rule. Opposition politicians have criticised the government for poor communication and for creating unnecessary uncertainty among the public. Many believe that clearer guidance should have been provided from the beginning.
For now, the key point is that the rule exists, but its practical application is still being developed. Individuals who plan to stay abroad for extended periods should monitor official updates closely, as more detailed procedures and exemptions are expected soon.
